The arrival of PayPal in Maldives is the result of groundwork by the previous administration and the private efforts of Ooredoo Maldives, rather than the current government. While the Muizzu administration claims credit, official records show the necessary infrastructure and formal appeals were initiated years ago. Experts suggest the current regime's unstable economic policies actually delayed the launch, which was finally achieved through Ooredoo's independent commercial initiative.

A desperate scramble is underway by specific factions to paint the current regime, under the leadership of President Dr. Mohamed Muizzu, as the singular mastermind behind the arrival of PayPal services in Maldives.

However, no matter how aggressively these actors attempt to bury reality, facts have a stubborn habit of coming to light.

The present government is already distinguished by its inability to secure foreign financial assistance, a direct consequence of its erratic and unpredictable economic strategies. Therefore, as the ruling authorities flailed and failed to accomplish this milestone, the actual highway to success was paved entirely by the meticulous groundwork of the preceding administration and the aggressive business drive of Ooredoo Maldives, a private telecommunications giant.

The moment Ooredoo Maldives broke the news of its partnership with PayPal to finally deliver these services to Maldivian public, the current regime instantly pivoted to hijack the narrative and brand it as a personal trophy.

Minister of Economic Development, Transport and Trade Mohamed Saeed, in particular, has been relentlessly aggressive in his crusade to steal the spotlight.

The unvarnished truth, however, is that neither President Dr. Mohamed Muizzu nor his administration exerted any meaningful influence in bringing PayPal to Maldivian shores.

Digging up the real paper trail

The historical record tells a completely different story, stretching back to the tenure of former President Ibrahim Mohamed Solih.

During the Solih administration, the central bank, Maldives Monetary Authority (MMA) openly disclosed that it had already initiated formal, official appeals to PayPal.

On 20 October 2020, the Governor at the time, Ali Hashim presented detailed updates to the People’s Majlis concerning the development of a brand-new National Payment System within the nation. On that exact day, the central bank confirmed that a formal written inquiry had been dispatched to determine if Maldives was integrated into the strategic roadmap of PayPal and to actively demand the service.

Further, the Governor pointed out that the Bank of Maldives (BML) had concurrently submitted its own application for the very same purpose.

Former Governor Ali Hashim, clarified that building a modernized framework aligned with international ISO standards would completely dismantle the technical roadblocks that had previously blocked enterprises like PayPal from functioning in Maldives.

Consequently, the actual hands-on labor of constructing an infrastructure sophisticated enough to entice PayPal was kickstarted by the past government.

When private giants do the heavy lifting

Despite all the grand declarations from the current ruling class promising that they would be the ones to import corporate giants like PayPal, their actual endeavors yielded absolutely nothing.

The breakthrough only happened when Ooredoo stepped forward to request state authorization for the payment services.

Because Ooredoo’s corporate parent entity was rolling out the platform on a global scale, the local Maldivian subsidiary took the initiative to ask for the green light to deploy it domestically.

When the grand launching ceremony for PayPal in Maldives finally took place, Economic Minister Saeed carefully engineered a historical timeline designed to masquerade the launch as a shining triumph for President Muizzu.

In reality, the arrival of PayPal is purely the fruit of Ooredoo’s intense labor. The state contributed zero meaningful sweat or diplomatic leverage to force this result.

After proving entirely incapable of delivering the goods themselves, the authorities simply waited for Ooredoo to cross the finish line so they could vulture the credit.

Tell-tale signs of government inaction

To this very day, there is a total absence of proof showing any distinct high-level meetings or strategic operations orchestrated by the active administration or the central bank to pull PayPal into the domestic market.

Long before President Muizzu ever took his oath of office, the foundational heavy lifting required to make PayPal a reality had already been wrapped up by the prior government.

Common sense dictates that if PayPal were truly a state-driven project, the platform would never have been debuted through a private entity like Ooredoo while state-controlled telecommunications corporations and public banks were sitting right there.

The ruling powers would have never tolerated the integration of this service into Ooredoo’s proprietary m-Faisaa digital wallet if their very own state-backed enterprise Dhiraagu, possessed the capacity to host it.

Incompetence breeds delays

The real explanation for why PayPal failed to launch much sooner under the current regime is the deep-seated skepticism felt by international financial institutions, sparked by the state's chaotic and contradictory economic management.

Had it not been for this toxic climate, the service would have been up and running a long time ago.

In addition to this, as part of the broader agenda pushed by the previous leadership, operations had already commenced in the year 2020 to court not just PayPal, but an array of globally acclaimed payment gateways to Maldives.

These strategic maneuvers were thoroughly recorded and debated within the halls of the People’s Majlis, a fact validated by official state archives.

Although the active regime is desperate to take a bow for PayPal's debut, there is a glaring lack of any visible energy from either the politicians or the central bank toward achieving this target.

The bedrock was fully laid down by the time Muizzu took power. The frustrating delays plaguing the rollout were primarily caused by global financial bodies losing faith in the regime’s unstable economic policies.

Ultimately, the introduction of PayPal to the Maldives stands as the exclusive product of Ooredoo’s autonomous commercial endeavors combined with the transactional network built by the past administration, even if the current regime persists in trying to spin it as their own personal victory.
