Two resolutions have been proposed in support of empowering councils.

One resolution called for the financial empowerment of councils to strengthen the administrative works under decentralization policies.

The resolution in support of councils receiving authority to designate island territories, and receive income gained from island resources, was heard at Sunday’s sitting.

The resolution, to financially empower councils, states that the councils currently do not have the capacity to fulfill its responsibilities and provide services to the island residents. It states that five percent of the state budget, and 40% of state income from land leases should be provided to the councils, under the guidance of the finance ministry. It also states that the parliament should set regulations on the council’s use of the funds.

The other resolution states that the parliament should pass laws to allow the sea and uninhabited islands within 500 meters of an island to be included as part of the island’s territory and for the council to receive any income from the use of the resources within the territory.
