The petition specifically calls for the equalization of attendance allowances, the reinstatement of overtime pay for public holidays, and the release of withheld migration allowances. Staff highlighted that these changes have created disparities in the workplace and resulted in a significant negative impact on their overall compensation.

A petition has been submitted to President Dr. Mohamed Muizzu seeking a fair resolution to concerns regarding the recent restructuring of the salary framework for employees at Indira Gandhi Memorial Hospital (IGMH) and Dharumavantha Hospital.
A total of 361 employees from various departments across both hospitals have signed the petition.
Staff highlighted that following the implementation of the new Civil Service pay framework on November 1, 2025, the risk allowance previously provided has been abolished. The petition noted that while every employee formerly received a risk allowance ranging between MVR 75 and MVR 100, this has been replaced under the new structure by an attendance allowance determined by the employee's position level.
Employees have noted that allocating a smaller amount for lower-level staff and a larger amount for senior positions contradicts the principle of equality regarding workplace attendance.
Furthermore, concerns were raised regarding the non-payment of allowances to staff at 24-hour health centers for work performed on Saturdays and public holidays.
Staff have reported that while standard civil service offices operate on a six-hour workday, certain hospital departments require shift duties of eight hours per day. They noted that the overtime pay previously provided for these two additional hours has now been discontinued. Furthermore, the petition alleges that the hospital management is withholding funds designated by the National Pay Commission as a migration allowance, which was scheduled for disbursement in May 2023.
The employees who submitted the petition have presented several key demands to the government, seeking an urgent resolution to these issues. Foremost among these is the standardization of a daily attendance allowance for all hospital staff, regardless of rank, proposed at a rate between MVR 200 and MVR 250. Additionally, they are calling for overtime pay and public holiday allowances for employees required to work on Saturdays, which are designated as government holidays. The petition also demands the fair and equitable disbursement of holiday allowances for staff who perform duty on all official public holidays as specified in the calendar.
Furthermore, arrangements will be made to expedite the disbursement of allowances previously scheduled by the National Pay Commission for May 2026. These payments are intended to compensate individual employees for the reductions incurred during the pay harmonization process.
Furthermore, the petition submitted on September 1, 2026, noted that the grievances regarding the transition to the new pay framework had previously been presented to President Muizzu and relevant authorities on December 9, 2025. However, the employees highlighted in the petition that no authority has provided a solution to these concerns to date.
The petition emphasizes that hospitals are vital institutions providing life-saving services to the public. It further expresses hope for a prompt response and a favorable resolution from the President to address these issues, ensuring equality across all levels of staff—from entry-level positions to senior management—and maintaining employee morale.
