Consultancy bids reopened for Ras Malé Master Plan development
The Ministry of Infrastructure has re-issued a tender seeking consultancy services to develop the master plan for the Ras Malé project, which will include land-use planning and the integration of eco-friendly infrastructure. Although the project faced delays due to rising fuel costs, the government confirmed that 60 percent of the land reclamation is now complete and expects the entire project to be finalized by the end of this year.

A fresh invitation for expressions of interest has been issued to find a party to provide consultancy services for the development of the Ras Malé Master Plan.
The Ministry of Infrastructure, Housing and Urban Development on Tuesday opened a bidding process to seek a consultancy firm to develop the master plan for the Ras Malé development project, following an unclear outcome regarding a previous announcement for the same work.
The Ministry of Finance and Planning initially invited expressions of interest for this project last year. According to that announcement, interested parties were required to submit their proposals to the Ministry no later than 2:00 PM on October 14, 2025.
The Ministry of Housing has announced that the deadline for submitting consultancy bids for the Ras Malé project is July 13 at 10:00 AM.
The consultancy work has been opened to conduct baseline studies, formulate an urban development framework, and design land-use plans. It also aims to coordinate the protection and development of reclaimed land through a collaborative framework involving relevant authorities and stakeholders. The government stated that the master plan will focus on environmentally friendly initiatives in Ras Malé, alongside utility service planning, transportation networks, and ensuring accessibility for persons with disabilities.
Announced in December 2023, the government stated that the primary objective of the Ras Malé project is to reclaim over 1,153 hectares of land to develop a city capable of housing thousands of residents. According to the government, this development will feature residential neighborhoods, commercial districts, public parks, and integrated transport systems, alongside the establishment of sustainable infrastructure designed to support long-term population growth.
Two and a half years after the Ras Malé land reclamation project was launched with a pledge to complete it within eight months, a fifth deadline has now been set for its conclusion.
Speaking at a press conference held at the President's Office on June 29, President Dr. Mohamed Muizzu stated that the government was unable to meet its initial project deadlines due to the surge in global oil prices triggered by the ongoing conflict in the Middle East.
However, Muizzu stated that the work would be completed by the end of this year at the latest.
"We estimate that this work will be fully completed within the next six months," President Muizzu stated.
President Muizzu noted that 60 percent of the land reclamation work has now been completed. He further stated that the project, which had been suspended due to rising fuel costs, has now resumed.
The Ras Malé project was officially inaugurated on December 18, 2023. The project was launched with the pledge that the entire land reclamation process would be completed within eight months, without incurring any expenses from the state budget.
