President returns human organ transplant bill, citing implementation challenges
President Dr. Mohamed Muizzu has returned the Human Organ Transplantation Bill to the People's Majlis for reconsideration, citing potential implementation challenges arising from recent parliamentary amendments. Exercising his powers under Article 91 of the Constitution, the President requested a review of the legislation to address necessary rectifications before it can be enacted into law.

President Dr. Mohamed Muizzu has returned the Human Organ Transplant Bill to the People’s Majlis for reconsideration.
This bill was passed by the 20th People’s Majlis during the 19th sitting of its first session for the year 2026, held on Thursday, 14 May 2026. It was subsequently forwarded to the President for executive assent on 19 May 2026.
The President has decided to return the bill to Parliament, citing potential challenges in implementing its provisions following the amendments introduced during the legislative process. The President concluded that the bill, in its current form, requires further review and specific legislative refinements.
Accordingly, pursuant to Article 91(a) of the Constitution, the President returned the "Human Organ Transplant Bill" to the People's Majlis tonight for reconsideration.
