MP Ziyad expresses concern over authorities' failure to formulate regulations mandated by parliamentary legislation!
During the debate on proposed amendments to the Fisheries Act, Member of Parliament Hussain Ziyad expressed concern over the failure of government agencies to formulate necessary regulations mandated by law.

Hussain Ziyad, the Member of Parliament for the Vaikaradhoo constituency, has expressed concern over the failure of relevant authorities to formulate the necessary regulations mandated by laws passed by the Parliament.
Debating the proposed amendment to the Maldives Fisheries Act, Ziyad emphasized that when drafting legislation, it is essential to address the underlying purpose of the law and the importance of ensuring public awareness. In this context, Ziyad pointed to the recent legislative amendments regarding cigarette imports, noting that the timeframe stipulated for the implementation of those changes has already lapsed.
However, Ziyad noted that the amendment has yet to be implemented, as the Ministry of Health has failed to formulate the necessary regulations to date.
The amendment highlighted by the member was introduced on May 21, 2025. Under this provision, every Maldivian citizen is permitted to bring one carton of cigarettes when arriving from abroad.
The amendment was scheduled to take effect in November 2025. However, Ziyad stated that the law cannot be implemented even today because the Ministry of Health has failed to formulate the necessary regulations. He further noted that the proposed amendment to the Fisheries Act also requires the creation of numerous regulations, emphasizing that without these frameworks in place, the legislation serves no practical purpose.
This legislation also contains numerous provisions regarding the formulation of regulations. However, even within this 20th Parliament, we have repeatedly witnessed instances where mandatory regulations required by law are delayed by one or two years. This is the root of our concern; when laws are implemented in this manner, their true meaning and intended purpose are never realized. Furthermore, Ziyad stated that there are compelling reasons to believe this amendment is designed to facilitate granting licenses to specific parties. He noted that the legislation contains several questionable provisions that support this conclusion.
Ziyad also highlighted several other provisions that remain in a similar state.
Ziyad also highlighted several concerns raised by fishermen during the parliamentary session. Specifically, the member spoke regarding the difficulties fishermen face in obtaining fuel at STO rates. He further noted that the current focus of all members appears to be centered on praising and offering congratulations to the President.
