The family of Zakiyya Moosa, whose body was found with injuries in Holhudhoo island of Noonu atoll, has requested to exclude the Maldives Police Service (MPS) from the investigation into her death, to conduct a special inquiry into the police investigation, and to establish a special commission for the investigation of the case.
The request was made by Aminath Shaziyya, Zakiyya's sister, on behalf of her family. In an appeal sent to the president, Shaziyya stated that Zakiyya Moosa was found dead with severe injuries on 10 September 2024. The police have been negligent in investigating the case. The family alleges that several actions have been taken to cover up the police's negligence in the probe. From the very first day, efforts have been made to convince the family and the people of Holhudhoo island that Zakiyya Moosa died by suicide. The police have been repeatedly working to obstruct the establishment of justice.
Seven months after Zakiyya's death, the police have not made any effort to serve justice in connection with the case. It has been revealed that even in the statements given by the island's residents summoned for the investigation so far, the police have phrased them as they wanted, and they have not recorded what people said or what they saw as they saw it. Some witnesses have said that when they stated certain things happened in a particular way, the police disagreed and refused to record it in the statement as the person said it.
Further, during a trip to Noonu atoll by the Minister of Homeland Security and Technology Ali Ihusaan and the then Commissioner of Police Ali Shujau to hear the public's concerns regarding Zakiyya's death, they confessed that there was police negligence in Zakiyya's death case. However, to date, no action has been taken against any negligent police officers. It has also been revealed that no investigation of them has been conducted either.
It was also noted that they deceived the family and the public by claiming to have conducted a virtual autopsy. There is no virtual autopsy report, and instead, what the police did was send the questions aimed at them by the public during the Minister Ihusaan and then-CP Shujau's trip to Noonu atoll to hear public concerns about Zakiyya's death case, along with some photos they wanted, to some people to get questions and answers, and then claimed to have completed a virtual autopsy report, according to Shaziyya.
The appeal noted that a letter sent by the family to the home ministry on April 10, requesting the report and all information related to the investigation, has not been responded to, to date. It was stated that they haven't even acknowledged receipt of the letter at the very least.
Comparing the police's handling of the investigation into the case of 21-year-old Hawwa Yumnu Rasheed, who was found fallen on the roof of a warehouse from the ninth floor of H. Fentenoy in the capital city, it was noted that they are acting similarly in Zakiyya Moosa's death investigation, working to conceal the truth of the case.
The people of Holhudhoo and the family are not in a position to accept everything the police say. They need to talk sensibly. If they claim it was suicide by stabbing the neck, they need to explain what kind of mental illness would cause someone to stab both sides of their neck eight centimeters deep, severing the neck arteries, and what the name of that illness is,"

It was also noted that, despite some witness statements from island residents suggesting possible domestic violence, the individual suspected in the case has not been questioned. In addition to this, it was highlighted that their phone has neither been examined nor analyzed, raising concerns, as the person has not even been formally treated as a suspect.
It was noted that the injury to Zakiyya Moosa's shoulder at the time of death was also reported to the investigation as an injury resulting from being a victim of domestic violence.
However, it was pointed out that the police are only working to show that Zakiyya Moosa died by suicide and are not interested in finding the truth of the matter. Instead, they appear to be working to conceal things, as noted in the appeal.
Although the Human Rights Commission of Maldives (HRCM) has said they were investigating the case, it was noted that even after seven months, no adequate probe has been conducted or findings made. It was also noted in the appeal that there is no other place in the country to beg for justice.
Therefore, the appeal from the family to the beloved president of the Maldives is to exclude the police from the investigation of the case, conduct a special inquiry into the police investigation, and establish a special commission for the matter, as stated in Shaziyya's appeal.
Zakiyya was found dead with injuries on 10 September 2024. Since then, the police have been conducting an investigation into the case. However, several have expressed concerns about some of the statements made by the police and the way the police investigation is being conducted.
In connection with this, protests have been held in the island on several occasions. Recently, as pressure from the island's residents increased, a team including Home Minister Ihusaan and Police Commissioner Ali Shujau visited the island on Tuesday. They also met with the residents of the island.
In a press conference held on 3 December 2024, the police stated that doctors had identified wounds to the neck as the cause of Zakiyya's death.
