President launches AI program to assist PG Office in legal research and prosecution processes

The Prosecutor General's Office has officially launched "PGO 2.0," a strategic digital program centered on the integration of Artificial Intelligence (AI).
President Dr. Mohamed Muizzu officially inaugurated these programs.
The Prosecutor General’s Office has announced that its primary vision for the strategic program, scheduled for completion within the next two years, is to transform the institution by 2028. The goal is to establish a fully digitalized and sovereign prosecution service that upholds the highest standards of integrity and transparency, ensuring that human rights are protected at every stage of the legal process.
The Prosecutor General’s Office noted that under this program, the office's current case management system, "Mafiini," will be further enhanced by integrating AI capabilities. These upgrades will include features for legal research, drafting summaries of indictment forms, identity verification, and the secure management of testimony and documentation. Additionally, the system will feature a "Citizen Agent" designed to provide information and guidance to the general public.
According to the Prosecutor General’s Office, all case information and systems will be managed within the office's own infrastructure, ensuring they remain under the sovereign control of the Maldives.
The Prosecutor General’s Office has stated that despite the utilization of AI tools, the final determination on whether to press criminal charges will not be made by artificial intelligence. The office emphasized that the full authority and responsibility for all such decisions remain solely with legally appointed prosecutors.
Furthermore, the ceremony featured the launch of "eDhoroashi," a portal developed by the Prosecutor General’s Office to provide its services online. Additionally, "Lethun," a comprehensive website and mobile application designed to offer centralized access to all criminal justice-related laws, regulations, procedures, and superior court rulings, was also officially inaugurated.
According to the Prosecutor General’s Office, the newly introduced AI model is designed as a supportive tool to assist prosecutors in their decision-making process, rather than a replacement for their professional judgment.
As has always been the practice, all decisions regarding criminal prosecution will continue to be made by legally qualified prosecutors. Artificial Intelligence will serve as a tool to assist prosecutors in reviewing documentation, identifying inconsistencies within cases, conducting legal research, and streamlining repetitive administrative tasks. The Prosecutor General’s Office emphasized that the authority to make final legal determinations will remain exclusively with the prosecutors.
The Prosecutor General’s Office emphasized that the system is not designed to independently initiate charges or determine the guilt of any individual. The Office further clarified that the system cannot supersede the legal discretion granted to prosecutors, nor will any third-party AI provider be permitted to influence or control prosecutorial decisions.
According to the Prosecutor General’s Office, all prosecution-related data will be securely maintained within an infrastructure under the office's full and direct control.
