Maritime regulations are already in place; issue lies in lack of enforcement: Zahir

Maritime industry expert Ibrahim Zahir has stated that while comprehensive sea transport regulations are already in place, the primary issue remains the lack of enforcement and accountability by the relevant authorities.

Speaking on RaajjeTV's "Fala Surukhee" program on Sunday night, Zahir stated that international standards have established specific regulations for maritime navigation. He noted that these regulations were developed in response to past tragedies, with the primary objective of preventing such incidents from recurring.

Highlighting the necessity for regulations governing local vessels and domestic travel, Zahir noted that while such laws and regulations already exist in the Maldives, there is a significant lack of enforcement. He emphasized that the primary issue lies in the failure to implement these established rules.

Furthermore, Zahir noted that action is not being taken against those who fail to comply with regulations and operate unlawfully. He stated that this leads to significant unnecessary expenditures and necessitates additional efforts by the military to conduct search and rescue operations for people and property. Zahir also highlighted that these situations result in the loss of both property and lives.

Regulations for local vessels or domestic transport craft must be established within the country, specifically through the relevant Ministry. While the necessary laws and regulations are already in place, the primary issue remains enforcement. This includes the consistent implementation, monitoring, and auditing of these standards, as well as taking decisive action against those who fail to comply.

Furthermore, Zahir stated that Maldivian ports maintain rigorous oversight during the loading and unloading of cargo. He noted that all necessary inspections are conducted effectively throughout these processes. Consequently, Zahir asserted that it cannot be claimed that there is a lack of security at the ports.

Furthermore, Zahir noted that while captains on Maldivian vessels are locals, they are often assisted by expatriate crews who may lack the necessary awareness and technical proficiency for such tasks. Consequently, he emphasized the need for a robust regulatory system to oversee these matters.

Tragic incidents frequently occur in Maldivian waters during periods of severe weather and rough seas. It has also been observed that, in some instances, vessels are not maintained in accordance with the required safety standards.
