HDC’s controversial 1.3 million square feet luxury housing allocation in Hulhumalé, lodged at ACC
A private individual filed a complaint with ACC regarding HDC's luxury housing project in Hulhumalé Phase II, alleging the six-day expression of interest deadline was too short for proper assessment. The complainant suggests the rushed process may have been designed to favor a specific party with insider information.

A case has officially been registered with the Anti-Corruption Commission (ACC), regarding the Housing Development Corporation’s (HDC) allocation of 1.3 million square feet of land in Hulhumalé Phase II for a luxury housing project.
The case was prompted by a complaint filed by a private individual, who alleges that HDC issued an expression of interest (EOI) for the project with a deadline of just six days.
The complainant argues that such a short timeframe makes it practically impossible to conduct the necessary technical assessments, develop financial models, and prepare the required documentation for a project of this scale.
In addition to this, the complainant suggests that the expedited process may have been designed to favor a specific party, potentially by providing them with prior insider information.
ACC has formally notified the complainant in writing that the matter has been registered for investigation.
The complaint was initially submitted to the commission on 24 December 2025.
