The body-worn camera procurement issue has escalated sharply as Zetta claims the Finance Committee investigated the company over allegations of deception without ever seeking a statement from them.

The company further asserts that Deputy Speaker of Parliament and MP for Dhiggaru constituency Ahmed Nazim made false statements about Zetta during a sitting of the People’s Majlis.

At the 19 November 2025 meeting of Subcommittee 2 of the Finance Committee, Nazim levelled serious allegations against the company. A press statement issued by the legal counsel for Zetta Enterprises Private Limited and Zetta Technologies Private Limited states that Nazim’s claims are baseless.

Zetta expressed deep concern over the misleading statements made about both entities. According to the company, Nazim claimed that the National Tender Board refused to award the tender for 1,400 body-worn cameras under single-source procurement because it found the method unsuitable. He also asserted that Zetta Enterprises Private Limited did not qualify for the project, leading to the work being awarded instead to Zetta Technologies Private Limited, which he noted has the same owners.

Zetta rejects this version of events. The company stated that Zetta Enterprises Private Limited submitted all required documents, including proof of financial and technical capability. The proposal was structured to be financially advantageous to the state with a five-year payment plan, but the company says Nazim portrayed this in a highly misleading manner.

Zetta further highlighted that throughout the Finance Committee’s review and investigation, neither Zetta Enterprises Private Limited nor Zetta Technologies Private Limited was ever asked to provide a statement.

The company also addressed claims regarding discrepancies between the procurement timeline, the camera trial process, and the date Zetta Enterprises Private Limited obtained exclusive rights to supply the desired body-worn camera brand. Zetta stated that these claims were made without properly reviewing the exclusive and sole distributorship documents for AXON that were submitted, thereby misleading the public.

After Zetta Technologies Private Limited submitted its proposal for the tender to procure 1,200 body-worn cameras via single-source procurement, the National Tender Board awarded the tender to the company, and an agreement was signed with the Maldives Police Service. All equipment was delivered, and the project was completed within the stipulated period.

The quoted price covered 1,200 body-worn cameras and related equipment, a three-year warranty for the cameras and hardware, a Digital Evidence Management System with related licenses, four years of maintenance and support, internet costs to ensure uninterrupted live streaming, and all necessary training.

Nazim claimed the estimate provided by Zetta Technologies Private Limited was MVR 48 million and that the final submitted price was approximately MVR 66 million, describing it as an MVR 18 million increase. Zetta states this is another distortion, noting that neither Zetta Enterprises Private Limited nor Zetta Technologies Private Limited has ever submitted a proposal for any body-worn camera project costing MVR 48 million.

For the tender to procure 1,200 body-worn cameras via single-source procurement, Zetta Technologies Private Limited submitted a project cost of MVR 66.4 million inclusive of tax, and this amount never changed at any stage before or after the agreement was signed.
