Proposed amendment to Education Act is a significant undertaking: MP Ziyad
28 އޮކްޓޯބަރު 2026 | ބުދަ 11:48MP Ziyad has criticized proposed amendments to the Education Act, arguing that the introduction of homeschooling would exclusively benefit wealthy families while placing an undue burden on underprivileged parents. He further asserted that the bill should not be passed, citing concerns over the erosion of teachers' rights and the imposition of additional responsibilities on local councils without providing the necessary financial support.

Vaikaradhoo MP Hussain Ziyad has stated that while other countries provide specific accommodations for students with special needs, the proposed amendment to the Education Act would impose an undue burden.
During Wednesday's People's Majlis sitting, MP Ziyad contributed to the debate on the government-proposed amendment to the Education Act. He noted that the bill explicitly states, in Dhivehi, that homeschooling options will be unavailable to those who lack the necessary financial means.
Highlighting the immense hardships faced by parents of children with disabilities, MP Ziyad stated that, in layman's terms, the proposed amendment to the bill would effectively restrict homeschooling opportunities to only the children of the wealthy.
No matter how eloquently we write or debate this issue here, the reality remains unchanged. Parents of children with special needs are already shouldering immense burdens, and this situation only adds to their hardship. Specifically, the required therapy sessions are being disrupted because monthly payments have not been settled. Since this administration took office, my primary grievance has been that as long as this specific provision remains as it is, the entire purpose of the law is being undermined.Hussain Ziyad
Member Ziyad stated that according to Section 13(c) of the bill, certain rights currently guaranteed under the Employment Act would be revoked.
Under the current circumstances, teachers do not receive any holiday pay or overtime compensation, even when traveling away from their home islands to accompany students for competitions. In stark contrast, when a minister or a high-ranking official from the Ministry travels to an island, we provide them with full coverage for accommodation, meals, and all associated allowances.Hussain Ziyad
Furthermore, Member Ziyad stated that while the bill assigns significant responsibilities to local councils, it simultaneously reduces their revenue streams. He noted that despite increases in councilors' salaries and benefits, there has been no change in the grants allocated to councils. Ziyad emphasized that councils remain unable to carry out their duties today due to a lack of funding.
MP Ziyad stated that with these provisions intact, the bill is unfit for passage. He further noted that there is no benefit to be gained from enacting laws that exacerbate the hardships of the vulnerable.
