Center Enterprises Fails to Prove MVR 168.8m Claim Against Malé City Council

Despite the claim involving transactions conducted between 2006 and 2010, the court determined that there was insufficient evidence to prove the existence of a valid agreement under civil standards. Consequently, the presiding judge concluded there is no legal basis to compel the council to pay the requested damages.

The Civil Court has ruled against Center Enterprises in its lawsuit seeking MVR 168.8 million from the Male' City Council for unpaid bills dating back 20 years, citing a lack of evidence to prove the claim.
In a judgment delivered on August 10, 2026, the Civil Court ruled that the Male' City Council is not liable to pay MVR 168,810,432 to Center Enterprises Private Limited. The lawsuit, filed against the City Council (formerly the Male' Municipality), sought the aforementioned amount as compensation for the cost of goods and associated penalties.
The lawsuit was filed by Center Enterprises to recover MVR 65,941,575 for unpaid equipment invoices and MVR 102,868,057 in accrued fines. The claim arose after police, acting under a Criminal Court order, seized Male’ Municipality equipment and documentation related to contracts awarded to the company between 2006 and 2010, following which the state failed to demonstrate that payment for the assets had been settled.
In his ruling following the review of the case, Judge Farhad Rasheed stated that it could not be proven to a civil standard that the agreement—which forms the basis for the claim—was an agreement executed between the two parties pursuant to a formal tender award.
Consequently, the court has concluded the case by ruling that Male' City Council cannot be ordered to pay the MVR 168,810,432 claimed by Center Enterprises.
