Hoarafushi Council Members Face Prosecution Over Land Deal
The Anti-Corruption Commission (ACC) has requested the Prosecutor General’s Office to charge seven members of the fourth session of the Hoarafushi Island Council over the illegal lease of land to The Hawks Pvt Ltd for fuel trade. The charges, which include the Council’s President and Vice President, involve the misuse of official authority and acting in a manner that precludes the state from receiving potential financial benefits.

The Anti-Corruption Commission has requested the Prosecutor General’s Office to press charges against members of the fourth session of the HA. Hoarafushi Island Council over the illegal allocation of land for a fuel business.
The Anti-Corruption Commission (ACC) announced on Wednesday that the Prosecutor General’s Office has accepted a case for prosecution involving the Hoarafushi Island Council. The case concerns the unlawful allocation of a 5,000-square-foot plot of land to The Hawks Private Limited for fuel trade operations.
The Commission forwarded the case to the Prosecutor General's Office on April 20, 2026, requesting that formal charges be filed.
The Anti-Corruption Commission (ACC) stated that it has requested charges against the President of the council's fourth term, Mohamed Waheed, and Vice President Ahmed Imdhah. Additionally, charges are being sought against council members Ibrahim Shakir, Ahmed Rauf, Maryam Wakeela, Aminath Visama, and Aminath Nasiha. All the individuals named in the case are members of the Maldivian Democratic Party (MDP).
The prosecution has requested charges in this case under Section 513(b) of Law No. 9/2014 (Maldives Penal Code) for the offense of abusing official influence to obtain or confer an undue advantage. Additionally, charges have been sought under Section 517(a) of the same Act for acting in a manner detrimental to the state where a benefit to the state was possible.
