PNC head office built without permits: property owner fined over MVR 100,000
The Malé City Council fined the owner of H. Veyo Villa MVR 128,545 for constructing the five-story PNC headquarters without proper permits. The penalties included charges for unauthorized construction, lack of engineer supervision, and failure to report violations.

The five-story building H. Veyo Villa, serving as the main office for the main ruling People’s National Congress (PNC), has been found in violation of building regulations, resulting in the property owner being fined over MVR 100,000.
The Malé City Council imposed a total fine of MVR 128,545 on the owner of H. Veyo Villa, located on Boduthakurufaanu Magu, for constructing the large office building without obtaining the necessary permits. PNC officially inaugurated the building on 8 January 2026.
The fine was issued because construction proceeded without the required authorization and was levied under Article 132 of the Administrative Regulation on Building Construction.
The breakdown of the fine is as follows: MVR 73,545 for the unauthorized construction of five floors; MVR 50,000 for carrying out excavation and foundation work without the supervision of a registered engineer; and MVR 5,000 for failing to report building code violations to the relevant authorities during construction.
The City Council has instructed the homeowner to settle the MVR 128,545 fine within seven days.
The site originally housed the main campaign site of the Maldivian Democratic Party (MDP) and was later used as a center for The Democrats, the party founded by former President Mohamed Nasheed.
PNC acquired the property following the presidential elections. While reports indicate significant expenditure by PNC on developing the office building, the exact total remains undisclosed.
