STELCO: Delay in providing electricity to plots in Hulhumalé Phase 3 due to HDC's unfinished LUP

STELCO has been unable to commence electrification projects for land plots in Hulhumalé Phase 3 as the area's land use plan remains unfinalized. Despite government assurances that the plan had been completed, recent modifications leading to changes in plot locations have sparked significant public concern.

The State Electric Company (STELCO) has stated that the delay in providing electricity to land plots allocated in Hulhumalé Phase 3 is due to the Housing Development Corporation (HDC) not yet finalizing the Land Use Plan.

Hulhumalé Phase 3 was a project initiated on September 23, 2023, under the administration of former President Ibrahim Mohamed Solih, aimed at providing housing for the public. However, the project came to a standstill following the change of government. Work has only recently resumed under the current administration after individuals who were allocated land plots from the area staged protests.

President Muizzu announced the completion of the land reclamation for Hulhumalé Phase 3 on January 24, 2026. Following this, the process of demarcating boundaries and issuing land plots commenced in March of the same year. However, recipients of land in Phase 3 have expressed significant concern as work to provide electricity to the allocated plots has yet to begin.

In a statement to state media, STELCO confirmed that electricity services have not yet been extended to the land plots allocated under the third phase of the development project. The utility provider explained that the delay is due to the Land Use Plan for Phase 3 being in its final stages of completion. STELCO further noted that work on the area's electrical infrastructure will commence once the Land Use Plan has been finalized.

STELCO’s remarks follow a statement made in January 2024 by State Minister for Housing, Dilshan Abdulla, who confirmed that the land use plans for Hulhumale Phase 3 and Gulhifalhu have been finalized and are expected to be released to the public shortly.

Furthermore, the Hulhumale' Phase 3 Union has expressed grave concern following the Ministry of Housing's announcement regarding the "New Land Use Plan for Hulhumale' Phase 3," published in the Government Gazette on December 19, 2025. The Ministry stated that under this revised plan, the physical locations of land plots previously allocated to beneficiaries of the "Binveriya" housing scheme in Hulhumale' Phase 3 have been altered.
