Serious allegations of ethical misconduct and abuse of power have surfaced against Farhad Fikury and Ahmed Shifan, two officers who expressed interest in the post of Commissioner of Police. Following these allegations, a group of senior officers submitted a formal letter to the People’s Majlis, while Ahmed Mohamed—who had previously faced dismissal—has also entered the fray for the top position. Notably, all three candidates are reported to have close ties to the current administration.

Assistant Commissioner of Police Ahmed Shifan and Deputy Commissioner of Police Farhad Fikury have expressed interest in the vacant post of Commissioner of Police, despite facing allegations of ethical misconduct and the misuse of power and influence.
RaajjeMV has learned that three officers have expressed interest in the position. They are Assistant Commissioner of Police Ahmed Shifan, Deputy Commissioner of Police Farhad Fikury, and Assistant Commissioner of Police Ahmed Mohamed. All three officers are known to maintain close ties with the current administration.
Among them, the current Acting Commissioner Farhad and Shifan are two individuals who have faced serious allegations. However, Ali Ihusaan, the Minister of Homeland Security and Technology under President Dr. Mohamed Muizzu, has stated that the allegations against them remain unproven.
However, in a letter sent to the 241 Committee in November 2025, 11 police officers ranked Chief Inspector and above alleged that the conduct of Shifan and Farhad—which they claim violates laws, regulations, and the police code of ethics—is tarnishing the integrity and dignity of the institution. The letter highlighted that their undue influence and unlawful actions have fractured the senior leadership, leading to a breakdown in cohesion and a daily deterioration of institutional governance. The officers further stated that these issues have rendered the institution incapable of fulfilling its constitutional and legal mandates. They warned that this failure could ultimately result in irreparable damage to national security.
Accompanying this letter are two reports detailing past and ongoing violations of laws, regulations, and the police code of conduct committed by Shifan and Farhad.
The report includes detailed accounts of several serious allegations against Shifan and Farhad. In addition to claims that senior police officers attempted to frame Shifan, the complaints filed against him also encompass allegations of sexual harassment and various other misconduct issues.
Furthermore, Farhad has been accused of abuse of power. Among the allegations against him is the claim that he used his official position to destroy evidence gathered during an investigation into the rape of a minor by his son.
The matter submitted to the Parliament’s 241 Committee alleges that during a 2018 investigation into a gang rape involving Farhad’s son, a mobile phone was seized as evidence. However, the letter further alleges that a criminal investigation revealed Farhad had deleted videos and photos from the device and destroyed additional evidence.
Furthermore, the letter stated that the investigation into the case had been concluded and forwarded to the Prosecutor General’s Office (PGO) for charges to be filed. However, the PGO has since sent a letter to the police, noting that certain evidence required to prove the case had been destroyed.
Furthermore, the allegations include his actions regarding an incident on the night of February 27, 2024, involving his son. It is alleged that while under the influence, his son drove at high speeds through various areas of Hulhumale' and assaulted a police officer who signaled for him to stop. Following the son's summons to the Hulhumale' Phase I Police Station, DCP Farhad is accused of using his influence to obstruct the investigation. He is further alleged to have unlawfully removed the motorcycle his son was operating from the tow yard after it had been impounded.
Furthermore, the letter sent by senior police officers to the 241 Committee stated that the Police Board had recommended Farhad's dismissal from his post.
Allegations have also surfaced against Ahmed Mohamed, who expressed interest in the post of Commissioner of Police, leading to an internal investigation by the police service. Ahmed Mohamed was among the commissioned officers ordered to be dismissed following the enactment of the new Police Act. However, he was reinstated to his position by the current administration.
The position of Commissioner of Police became vacant following the retirement of Ismail Naveen last month. Applications for the post are now open, with a deadline set for 2:00 p.m. on the 23rd of this month.
