The Prosecutor General’s (PG) Office has decided not to pursue charges against former Housing Development Corporation (HDC) Managing Director Ibrahim Fazul Rasheed and the corporation’s Head of IT, Abdulla Shuhood, who were suspected of deleting company documents.
The decision was made on the grounds of insufficient evidence.
According to the PG Office, the case was declined because there was not enough evidence or corroborating material to support a criminal conviction.
Both individuals had been accused of irreversibly deleting documents from HDC’s server.
The PG Office noted that when police referred the case to Duty Prosecution, they too highlighted a lack of adequate evidence, leading to the decision not to proceed with charges.
Available information shows that during a police search of HDC premises related to the alleged illegal allocation of land by HDC to Fazul’s brother, Mohamed Fazil Rasheed, suspicions arose that documents had been deleted from the computer system used by Ibrahim Fazul Rasheed.
However, an audit of the HDC server found that no documents were missing or deleted.
The police investigation likewise found no evidence supporting the alleged crime.
The documents suspected of being destroyed were believed to be linked to corruption cases allegedly carried out by Fazul through HDC.
This matter was separate from the illegal land allocation investigation involving his brother, which remains under investigation.
The allegation against Fazul and Shuhood was that by deleting documents from the HDC server that could have been used as evidence in a criminal investigation, they obstructed the administration of justice.
An internal report by HDC’s IT Department stated that no documents or data were deleted or lost from the server.
The police investigation report also concluded that it could not be established that Fazul or Shuhood deleted any documents.
The PG Office has therefore confirmed that no evidence was found to support the allegations against either individual.
