Distribution of land registries for recipients of plots in Hulhumalé Phase 3 conducted at former Housing Ministry building, currently without electricity
Members of the public have expressed significant frustration over severe service delays and a lack of proper organization, reporting that they were forced to wait for extended periods in a building without electricity despite having scheduled appointments. Citizens raised concerns regarding the lack of adequate preparation, noting that the service delivery fell far short of acceptable standards.

Recipients of land plots from Hulhumalé Phase 3, allocated under the previous administration's "Binveriya" housing scheme, gathered at the former Housing Ministry building on Saturday to collect their land registries, despite the premises being without electricity.
RaajjeMV has learned that appointments for the handover of land registries were scheduled to begin at 9:00 AM on Saturday. According to an eyewitness present at the scene, no officials from the Ministry had arrived as late as 10:00 AM. The source further noted that after 10:00 AM, an individual arriving on a motorcycle informed those waiting that there was a power outage in the building. The individual reportedly instructed them to proceed to Dharubaaruge, where the Housing Ministry’s operations are currently being conducted.
He noted that while the Ministry had urged individuals to arrive promptly at their scheduled appointment times, there wasn't even a chair provided for them to sit on after waiting for over an hour. He further highlighted the complete lack of organization at the premises. Additionally, he explained that service only commenced after a significant delay and once the area had become overcrowded, with only a single counter operational to attend to the public.
Furthermore, according to messages sent by the Ministry of Housing to land recipients regarding registration appointments, those unable to attend their scheduled time may only reschedule after 24 hours. The Ministry also noted that appointment requests must be submitted at least five days prior to the desired date.
Following revisions to the land use plan for Hulhumalé Phase 3, a second draw was conducted on December 20, 2025, to assign new lot numbers. This process was necessitated by changes to the physical boundaries of plots previously allocated under the "Binveriya" housing scheme, ensuring alignment with the newly established layout.
