At a time rumors have circulated about President Dr. Mohamed Muizzu's government deciding to hand over two floors of the CIP terminal at Velana International Airport (VIA) to JETEX under a mysterious deal, the JETEX proposal has been leaked.
RaajjeMV learned through a reliable source that the proposal obtained includes JETEX offering concierge service, ground handling service, and VIP passenger handling for VIA's new terminal. It states that JETEX will design and develop the VIP terminal, and a separate 1,000 square meter area will be dedicated to JETEX’s GA flights. This area can be used for other airport purposes only when there are no JETEX GA flights.
This is said to be a 25-year agreement with JETEX, and they will operate the VIP terminal.
It also states that JETEX will invest USD 25 million over the next 25 years, and the Maldives Airports Company Limited (MACL) will receive USD five million annually.
According to information received, the decision to hand over two floors of the CIP terminal at Velana International Airport (VIA) to JETEX was made recently with changes to the board of MACL, which operates Velana Airport, and with the influence of a person in an authoritative political position at the President's Office and close to the president. Aishath Nurain Janah was appointed as the Chairperson of MACL during May 2025.
Sources indicate that the changes to MACL's board were also made by the government to facilitate giving the two floors of the terminal to JETEX. RaajjeMV has also learned through the reliable source, that JETEX has a close relationship with Mohamed Ali Janah.
JETEX is a private aviation and flight support company based in Dubai, United Arab Emirates. The company operates 38 fixed-base operators and ground handling stations in over 50 locations worldwide, including the Middle East, Europe, Asia Pacific, Africa, and America.
Those who have expressed concern about this issue assert that MACL could make better use of the facilities and generate more revenue.
They particularly stressed that leasing the space to a party that doesn't bring significant investment or improvement to the infrastructure is not justifiable. Many are saying that this deal undoubtedly involves elements of corruption and is an agreement that provides unjust benefits worth millions of dollars.
Further, it has been reported that the decision was made to be implemented on Independence Day. As the deal with JETEX has been made, several are criticizing it on social media. Those who previously accused GMR of selling the airport are now working to prevent something that could directly benefit the Maldivian state from the airport.
The new VIP/CIP terminal being built at Velana International Airport (VIA) is a four-story building targeting high-level officials, prominent business figures, and dignitaries. The ground floor will feature a dedicated VVIP lounge, while the first and second floors will house VIP and CIP lounges, respectively. The top floor is reserved for premium administrative offices.
The terminal will also offer dining services, prayer rooms, WiFi access, and shower facilities.
