Charges filed in alleged corruption case over Fenaka branch security camera contract

The Prosecutor General’s Office (PGO) has filed charges at the Criminal Court concerning alleged corruption in the awarding of a contract for the installation of security cameras in Fenaka Corporation’s branches.
According to the PG Office, on 1 December 2025, charges were submitted against Ismail Shammoon of M. Fehividhuvaruge and Mariyam Dheena Solih of Fuvahmulah City.
The charges relate to the alleged abuse of official authority under Article 513(b) of Law No: 9/2014 (Maldives Penal Code), in connection with suspected acts of corruption in awarding the contract for the installation of security camera systems across all Fenaka Corporation Limited branches.
The charges stem from allegations that Dheena, as Deputy Director of Fenaka Corporation Limited’s Procurement Department, and Shammoon, as Head of the company’s Information Communication Technology Department, abused their official authority in awarding a contract to Keiretsu Private Limited on 25 June 2018.
The contract involved establishing a security camera system for all Fenaka branches, a command center at the head office, and a video conferencing system.
The PG Office further stated that both individuals are accused of misusing their official positions to facilitate payments to the company for goods that had not yet been fully delivered to Fenaka.
If convicted, the individuals face a prison sentence of one year, seven months and six days.
