The Presidential Commission has stated that they believe Raud Ahmed Zilaal's negligence contributed to 21-year-old Hawwa Yumnu Rasheed’s fall from the stairwell window on the ninth floor of H. Fentenoy.
According to the report submitted by the Presidential Commission to President Dr. Mohamed Muizzu regarding the incident of Yumnu's fall, Raud stated that he does not remember anything that happened between leaving M. Maandhooge Dhekunuge and going to H. Maairaa on the night of the incident. Therefore, the commission believes that Raud’s negligence contributed to Yumnu falling from the window in the stairwell.
The commission's investigation also revealed that CCTV footage shows no one else present besides Raud and Yumnu on the night of the incident. Based on witness testimonies and forensic reports, there is no evidence of a third party being active at the scene at that time. Therefore, the commission's report states that they do not see any possibility of anyone other than Raud being physically involved in pushing, throwing, or causing Yumnu to fall from the window in the stairwell on the ninth floor of the building.
Further, the report noted that medical reports and witness testimonies indicate that Yumnu did not sustain any injuries other than those from the fall, and there were no signs of forceful attempts to push her off visible on her body.
The Presidential Commission stated that the actions of Raud and Yumnu on the night of the incident, as well as the results of urine tests and statements from people who were with them that night, indicate their condition. Since Raud and Yumnu became intoxicated of their own volition, they should be responsible for the consequences of their actions, according to the report.
In connection with the case, Raud was arrested on April 24, about a week after the incident occurred. After repeatedly extending his remand period, he was released on May 26 under the guidance of the Prosecutor General's Office.
