Local Government Authority (LGA) Chief Executive Officer Fathimath Afshan Latheef has said that it is difficult to identify the expenditure of councils as they do not use the Viya module. The Viya Module is a formula or system for detailing how councils spend money.
The business seminar held from 11 to 12 this September also noted that the accounts of the councils are not being maintained properly. The fact was brought to light by the Ministry of Finance .
Speaking to Raajje MV, Afshan said many councils keep accounts very well. However, some councils do not use the business module properly, making it difficult to identify the expenditure of the councils . She said this makes it difficult for the finance ministry to address the financial difficulties faced by the councils.
The balance sheet shows that there is money. That is why it is important to use the Viya module. Otherwise, there doesn't seem to be a need. Managing the Finances is also made difficult , by not using the system .Afshan Latheef![]()
A conference titled Fanola was held recently for the councils to discuss the problems they face and find solutions . The biggest concern mentioned at the conference was the budget constraints. Additional concerns raised by the councils included issues related to the land use plan, which they said they would consult with the relevant authorities to resolve.
The Fanola Darbar aimed to identify the challenges in implementing the policies of the government’s 5-year Strategic Action Plan (SAP) and the 8th amendment to the Decentralization Act.
The President is also holding a series of consultations with the newly elected councils and ATM committees, in an attempt to meet their requirements and needs .
The Fanola conference was attended by the mayors of the southern provinces of Dhaalu, Thaa, Laamu, G.A, G.Dh, Fuvahmulah and Addu, the presidents of the provincial and village councils and members of women's development committees.
