Significant investment allocated for Kulhudhuffushi City Council’s transition into a "smart council"
Kulhudhuffushi City Council is transitioning into a Smart Council by digitizing its services through the Kunbuti portal, upgrading its website, and acquiring advanced administrative software. The Council has allocated approximately MVR five million for this comprehensive digital transformation. Once implemented, the infrastructure is expected to position Kulhudhuffushi as a model smart institution for other councils across the Maldives.

Kulhudhuffushi City Council has earmarked a substantial sum in its approved 2026 budget to overhaul its services and transition into a "Smart Council" as part of its ongoing five-year development strategy.
This move marks a pivotal moment in the Council's "Smart Council" initiative, aimed at modernizing administrative operations, enhancing governance and making public services more efficient and accessible.
As part of the initiative, the Council plans to further develop its existing "Kunbuti" portal to fully digitize its services, advancing toward a paperless system for both internal operations and service delivery.
In addition to this, the project includes upgrades to the Council’s official website to improve transparency, along with the acquisition of advanced software and tools to facilitate modern administrative management.
The City Council has allocated approximately MVR five million for this comprehensive digital transformation.
The budget breakdown is as follows:
- Supply of Server and Backup Software: MVR 1,839,113.94
- Supply of IT Tools and Backup Software: MVR 1,195,000.00
- Procurement of IT and Communications Equipment: MVR 1,734,900.00
- Supply of HRM Software: MVR 67,392.00
- IT Service Subscriptions and Other Fees: MVR 400,000.00
- Cybersecurity Software: MVR 80,000.00
- Software for Communications Section: MVR 80,000.00
- Procurement of Software for Communications Section: MVR 39,720.00
- IT-related Hardware Procurement: MVR 100,000.00
- Stock and Asset Management Software (Phase 2): MVR 50,000.00
- Kunbuti Portal (Phase 2): MVR 200,000.00
- Meeting Minutes Software and Hardware: MVR 80,000.00
- IT Consultancy: MVR 350,515.50
- Hiring a Retainer IT Firm: MVR 600,000.00
- Council Website Redesign: MVR 300,000.00
