President Dr. Mohamed Muizzu has established a Special Presidential Commission to investigate the April 18 incident in Malé City that has sparked widespread public outrage.

The president established the commission under the authority granted to him by Article 115 (g) of the Constitution of the Republic of Maldives.

The president has established the commission to conduct an independent, impartial, and credible investigation into the incident where a young woman was found fallen on the roof of a warehouse in Malé in the early hours of April 18, to uncover the truth of the incident, to examine the work done so far by relevant institutions regarding the incident, to take necessary measures related to the case, and to conduct a fair and just investigation into how the incident occurred, as stated in the Presidential Decree.

The members of the commission include:

  • Dr. Mohamed Munavvar, G. Hasankaarige
  • Brigadier General (Rtd) Ahmed Mohamed, V. Almaan
  • Dr. Mohamed Habeeb, S. Hithadhoo, Seasanmaage

The president has appointed Munavvar as the president of the commission.

The powers and privileges granted to the commission in carrying out its responsibilities include:

  • Seeking assistance from all state institutions and other parties in fulfilling the commission's responsibilities and in conducting investigations;
  • Bringing in relevant foreign parties and seeking assistance from foreign experts in carrying out the commission's work and investigations;
  • Using the powers of a law enforcement agency as described in Law No. 2016/12 (Criminal Procedure Act) in fulfilling the commission's responsibilities;
  • Requesting court orders for arrests and all criminal investigation-related court orders;
  • Summoning and questioning any person the commission deems necessary to appear before it, obtaining any document or other evidence related to the case, and ordering various parties to submit such materials;
  • If any investigation has been conducted by a party other than the commission regarding the case being examined by the commission, obtaining findings, documents, evidence, clues, and other information under that party's custody, whether obtained through that investigation or by other means.

According to Presidential Decree No. 11/2025, the commission will continue to exist until the president determines that the tasks assigned to the commission have been completed.
