A letter from Maldives' Ministry of Finance and Treasury shows that it authorized a foreign businessman to import money into the country through the local bank 'without restriction' after he expressed interest in providing funding for government projects.
The letter, dated to 2015 when incumbent Vice President Abdulla Jihad served as minister of finance, grants one Mohamed Saleem Mohamed Imran authority to deposit and withdraw immense amounts of currency, given that they are funds that appear to be acquired legally and are used for legal purposed.
In the document, the government thanks a foreign businessman for his interest in funding projects in the Maldives, and informs him that he is he authorizes to use a local account to import and export funds without any explicit restriction.
The Sri Lankan national is, at the time of the letter, a director at Sri Lanka's famous Al Aman group of companies. The letter was used in a set allegations put forth last year over the integrity of the comapny's projects by an article that ran on the Daily News. The company has responded to it.
Vice President Jihad has been in his position since 22nd June, 2016.
